Investigators say Reyes, driving a 2010 Ford Escape, was traveling north on Runnymede Lane while Gallarday, in a 2006 Subaru, was traveling south.
Investigators said Gallarday crossed the double-yellow line and hit Reyes' car.
Reyes was pronounced dead at the scene.
Reyes was reportedly working for Uber at the time of the crash. His customer in the front seat was taken to the hospital, but is expected to be okay.
A passenger in Gallarday's vehicle was also taken to the hospital with non-life threatening injuries.
Gallarday was arrested and charged with felony death by vehicle and two counts of felony serious injury by vehicle.
Gallarday is expected to face a judge for the first time Tuesday morning.
Uber said it will work with police to provide any information needed for their investigation.
The accident caused the road to be closed for several hours.
