Teen impregnated by former officer fights for restraining order

GASTON COUNTY, N.C. — A girl was only 14 years old when a police officer raped her and got her pregnant.

Now, the former Lowell police officer, James Paul Blair, is in prison, but the victim said he continues to torment her.

Blair pleaded guilty to statutory rape in March 2017 and was sentenced to at least 12 years in prison.

The girl and her mother fought for a restraining order Tuesday at the Gaston County Courthouse.

"I want him completely out of my life,” the victim, who did not want to be identified, said. “I don't want nothing to do with him."

She wants Blair to leave her alone.

"Why do you keep on and on and on, trying to drag somebody along?" the girl said.

Blair was supposed to mentor her while working as a Lowell police officer and school resource officer but, prosecutors said, the relationship took a criminal turn.

“Instead, Blair groomed her for sex and got her pregnant,” prosecutors said.

After his guilty plea, Blair was ordered to have no contact with her.

The girl told a judge Tuesday that Blair got his sister involved, saying Kathy Baxter used three-way calling and sent messages to contact her.

“She supposedly had the letter from him that she wanted her to read called the ‘Bedtime Story,’" the girl said.

Blair's sister said those accusations are not true.

Baxter also said the victim contacted her first.

"I did respond but never contacted her,” Baxter said. “But I won't contact her, I mean, I won't respond to her."

Baxter planned to fight against the restraining order until she found out attorneys would access her cellphone, text messages and calls from Blair in prison.

The girl's mother heard some of those calls and said they included threats against her.

"Just the calls have scared me beyond scared," the victim’s mother said.

She said it's the second time that Blair was caught trying to reach out to her daughter from prison.

"It's it, over, behind me? No. He's not going to stop," the mother said.

The judge granted the restraining order.

The teen and her mother believe Blair wants parental rights to the child, who is now 2 years old.

They vowed to fight to stop those efforts.

Blair has 10 more years left on his prison sentence.
