Statement from Dan Schulman, President and CEO

The legislation recently enacted by the State of North Carolina that denies the equal rights of lesbian, gay, bisexual, and transgender citizens violates the values and principles that are at the core of PayPal’s mission and culture. PayPal will not move forward with our planned expansion into Charlotte.  This decision reflects PayPal’s deepest values and our strong belief that every person has the right to be treated equally, and with dignity and respect. These principles of fairness, inclusion and equality are at the heart of everything we seek to achieve and stand for as a company. And they compel us to take action to oppose discrimination.

Statement from John McCabe, Head of Global Operations, PayPal:

PayPal chose Charlotte as the site for one of our Global Operations Centers because of the deep respect we have for all of the people of Charlotte and our appreciation for the tremendous talent in the city. It is unacceptable to us that the new state law would not equally safeguard the rights of all of our employees. As a result, we will no longer be opening a new site in Charlotte. We have not, and we now will not, receive any North Carolina grants and will immediately begin a search for a new location for our facility. PayPal will continue to support the LGBT community in Charlotte and throughout North Carolina.

Charlotte Chamber Statement Regarding PayPal’s Withdrawal of Expansion Plans

Economic repercussions are threatened and real. As evidenced by today’s announcement by PayPal to withdrawal plans to expand in Charlotte, we encourage all our leaders at the city and state levels to contribute toward a solution that is in the best interest of our city and state.

The North Carolina Values Coalition releases the following statement in regards to PayPal

"PayPal had received millions of dollars in corporate incentives just to come to North Carolina, and a company with its hands in the pockets of the taxpayers of North Carolina shouldn’t insert itself into the bathroom policies of the State by siding with the convicted sex offender who pushed the Charlotte bathroom ordinance through the City Council. PayPal has announced its expansion into Cuba, presumably because doing business with a country with horrid human rights infringements makes more sense to them than doing business in a state that believes it to be common sense to protect women and children by keeping men out of women’s bathrooms, showers, and locker rooms. Consumers should be wary of such a company."

Progress NC Action released the following statement

“HB2 was a bad law to begin with, but now it’s costing North Carolina jobs. PayPal certainly won’t be the last big company to leave North Carolina unless this misguided law is repealed,” said Gerrick Brenner, executive director of Progress NC Action. “More and more businesses are telling Gov. McCrory that discrimination is bad for business, but the governor continues to rely on false statements and fear-mongering as he attempts to defend the indefensible.

"The news of PayPal’s decision comes just a few days after Braeburn Pharmaceuticals announced that it was reevaluating plans for a $25 million expansion in Durham over HB2, and Google Ventures announced that it would no longer invest money in the state. Meanwhile the NBA All-Star Game, the NCAA tournament, and even the ESPN X-Games are reevaluating their own plans to hold events in North Carolina over HB2."

Statement regarding PayPal from Equality NC

“PayPal’s announcement that it’s taking 400 jobs out of Charlotte makes it clear as day that HB2 is dangerous and harmful legislation. Governor McCrory and Senator Berger are willfully hurting North Carolina with HB2. The Governor and our North Carolina General Assembly leadership must immediately make it clear that their intentions are to repeal HB2 when they will meet for session on April 25th.” Said Chris Sgro, Executive Director of Equality NC. “This is a must if we are to remain an economically competitive state.”

Congressman Robert Pittenger reacts to PayPal's decision to cancel construction of a global operations center in Charlotte:

"PayPal does business in 25 countries where homosexual behavior is illegal, including five countries where the penalty is death, yet they object to the North Carolina legislature overturning a misguided ordinance about letting men in to the women's bathroom?  Perhaps PayPal would like to try and clarify this seemingly very hypocritical position."
