Man arrested for allegedly performing sexual act in front of mom, 3 kids, is registered sex offender

CHARLOTTE, N.C. — A man wearing an electronic ankle monitor was arrested by Charlotte police Saturday for allegedly exposing himself and performing a lewd act in front of a mother and three young children.

The incident occurred mid-afternoon on Saturday in the 1700 block of Eastcrest Drive in east Charlotte.

After officers interviewed the victims and witnesses, they were able to identify Douglas Parsons, 54, as the suspect in the case.

He was later arrested on multiple felony counts, including indecent exposure to a minor, indecent liberties with a minor plus misdemeanor counts of indecent exposure.

Parsons is a registered sex offender. He has two prior convictions in North Carolina – the first in 2003 for indecent liberties with an 8-year-old in 2002 in Union County, and the second in 2013 in Mecklenburg County – also for indecent liberties with an 8-year-old.

He served just more than 19 months in jail on the second conviction before being released on probation, according to state prison records.

He’s also been convicted in Orange, Forsyth and Surry counties between his first and second convictions on sex offense crimes for failure to register as a sex offender. He served 18 months in prison for each conviction.

Parsons is scheduled to appear in court on his latest charges Tuesday afternoon.
